2. I must say at once that it is fully recognised in the department that housing conditions in Hong Kong are shocking. This was fully brought home to me during the short time I spent in Hong Kong last January when I was appalled at the slum conditions in which even Chinese clerks in Government service had to live. That, living in such conditions, they were able to appear in office in clean clothes and to do a useful job of work was recognised as astonishing by the European officers of the Secretariat with whom I discussed this question.
